Acrobat Reader Fill & Sign Using Thai Font

My wife has a 2019 MacBook Air running Catalina with Acrobat Reader 2022.003.20281. With this machine she is able to fill forms using a Thai font:

She also has an M1 iMac running Ventura with Reader 2022.003.20281. With this machine when she enters Thai text it comes out as garbage:

Oddly, Reader seems to "know" what to display, it just doesn't know how to do it:

We do have "Use local fonts" enabled in the Display preferences and both machines have the same Thai fonts installed.

 

Any ideas on how to fix this?
