Adobe Acrobat Reader

I have a problem. My graphic designer uploads a file to our Google Drive. I download that file and open it in Acrobat Reader. When I go to document properties, there are two document restrictions: document assembly and page extraction. These two restrictions are preventing imposition in my Fiery software at my SHARP digital press. I need to impose my 1 up PDF to 4 up on 11 x 17. The restrictions won't allow me to impose. I have sent another file and it imposes fine. I did put a check mark at unblock on the General tab. I don't know what else to do. The file has no security settings when my graphic designer sends it to me. It happens when I open or save the file at my computer in Adobe Acrobat Reader. How do I resolve this issue? Do I need to re-load Adobe Acrobat Reader on my computer?
