Adobe acrobate reader dc won't open

From the Icon that was installed on my desktop I double click it and I get and error message stating "windows cannot access the specified device, path, or file.  you may not have the appropriate permissions to access the item"

I have uninstall and reinstalled.  I have run the clean up tool recommended.  I can open by doing a right click an saying to open as administrator and it will open.  I don't understand why I have to do this because I have administrator privileges in my user profile. 

Adobe reader is my default program for pdf files.  when trying to open them in Edge I get the same error message.

What is the problem???
