Are Adobe Acrobat Reader DC Tools Free?

Hello:

I am used to the old Adobe reader with no tools.  Now that I downloaded the free Reader, with all the editing tools in the right column, are these free?  I have an older version of Acrobat CS5 which I'm using to make PDF updates, but with the new Reader tools, does that make my Acrobat not necessary?

Are the tools free?  Or is there a monthly charge to use those tools?

Simple questions, but I couldn't locate a simple answer.

The most tools are not free.
