Use Open Office Writer and can confirm Bookmarks are created and view able, however after converting to pdf Acrobat Reader DC appears not to have a =n easy method and means to show bookmarks, page thumbnails do appear but not bookmarks, also one can go to Files (PROPERTIES)  then one is limited to a sub choice of [Description, Security, Font, Custom, Advanced] without mention of bookmarks apparent.

Does that suggest Adobe is a slacker?

If there are bookmarks in the file they will appear under the Bookmarks panel on the left. If you don't see it try under the View menu.

If it's not there either that means the file doesn't have any bookmarks.

Bookmarks will not be described in the file's Properties, as they are not a property.
