I am using Adobe Acrobat Reader DC.
I can see the "Summarize Comments" button when i open the reader in local environment. But the button disappear when i open a PDF in any web browser (i.e. IE, chrome).
May i know if this is a normal case or is this a bug?

The 'Summarize Comment' button appears in the Print dialog box within the application i.e. when you try to print any PDF from Adobe Reader or Acrobat and this is designed behavior.
The browser interface does not have the option to summarize the comments in a PDF, as you are viewing the PDF in a browser and the print dialog box have different options.

I wonder if there is any way to print "Comments Summary" in browser, without downloading the PDF in local environment.
I don't think the "doc.print()" can achieve this. (ref: Javascript for Acrobat API Reference)
