Create fillable secure PDF Template

I want to CREATE a fillable PDF template, which allows the user to fill in all required information and forced to save it as a different name, which of course makes it no longer fillable. 

The reason is to not allow the user to save the template under the same name without a password. Basically, any information entered is erased and form reverts back to template every time it's closed, not allowing the user to erase/overwrite the original template?

How do I create that?

1. Protect the template just like any file, with normal system or network security, so it can't be saved over. Also put it in a protected folder. This is a normal and popular way to keep your templates - of every kind - blank.

2. Saving it as a different name makes no difference at all to whether it is fillable.
