Creating an user group in Sacramento, CA

How do you go about creating a multi-faceted user group in my area of Sacramento CA?

Is it recommended to create a group for all Adobe products or select products?

Are there user groups that are not related directly to Adobe or sanctioned by Adobe?

First time poster to the forum, so please be kind if this question is answered some where else in the forms.
