Disable the save as dialog box when pressing Save

I have an issue with the adobe reader DC.
In a hosted server solution, clienst are recieving medical information in a PDF.
They can open it, edit 2 forms in it, and save it.

But when they hit the save button, or do CTRL +S  it stil opens an save as dialog screen, en it doesnt just save the document.
problem is that users then can change the location of the pdf file.

Can i somehow prevent this behavior ?

I tested it on another server with the Acrobat DC version, and there is doesnt show the save as dialog when i hit the save button.

In Acrobat Reader disable the protection mode.
