How do I change the color/font size/font style of text in Reader DC? I was told ctrl + e but it says no current selection even when I select it.

You can only do it with text that's either a part of a comment or in a text field, and even then only under certain circumstances. You can't use Reader to edit the static contents of a PDF file. You would need Acrobat for that.
