I have Windows 11 computer. I can't sign or fill forms on this computer that can sign and fill them on my Macintosh computer. Please help with a solution

I downloaded the the files from the Schwab website. I can fill-in the pdf forms and sign on my Mac though preview but not on my Windows 11 machine.

 
When I open the exact same file on the windows machine I can read them in Acrobat Reader but cannot fill the forms out or sign.
