Font substitution when exporting report from Access 2016 to PDF

I have a report in MS Access 2016 which is all in Arial font, headings are Arial Bold.

When I export to PDF via the "PDF or XPS" ribbon button, the PDF generated has the headings in Times New Roman Bold instead of Arial.

If I choose to print the report and print to "Microsoft Print to PDF" the PDF generated has the correct fonts.

It looks like the font substitution has been an issue since 2010 based on this forum post:

Is there a solution to this or do I need to tell all the users not to use the "PDF or XPS" ribbon button?
