How to activate "Annotation" tool when opening PDF everytime.

Hi,

I want to know whether I can activate "Annotation" tool by default or not.

I want to exchange PDF file to communicate between supplier company and my company.

At that time, they and I use "Annotation" tool in Acrobat to describe comment.

I know that I can list the comments(annotations)  by activating "Annotation" tool after opening PDF file.

But, one of colleague said that he wants to activate "Annotation" tool by default.

Because, suppliers might overlooked...
