How to Fill/Color between lines

What i'm I missing? I remember once upon a time I could fill in or color in between line on a .pdf that had been emailed to me for mark up or reference. I have adobe acrobat reader DC. Is there something I'm missing or do I need a different version of acrobat, etc???

Are you referring to highlighting the text using the 'Comment Tool' in Adobe Reader? Are you using the "Comment Tool" or trying to fill a PDF form?

What is the dot version of Adobe Reader installed? To identify refer to Identify the product and its version for Acrobat and Reader DC

Is it a Mac or Windows machine? What is the version of the OS installed?

Is it specific to one PDF or with all the PDF files?

Make sure that you download the file and save it locally and then open it with Adobe Reader.
