How to highlight my PDF by using a pen-like tool?

When i'm reading my PDF textbook, the highlight tool is appeared like a pen, and i can drag and draw, even make doodles.

But when i open a chart, and i want to highlight some contents, the tool is a text selector. But the selection is disappointing and full of mistakes.

How can i always using a pen-like highlight tool?

The tool changes automatically based on the type of object it's above. When it's above text it will switch to text selection mode; When it's above other objects, it switches to "free form" mode (which you can also force by holding down Ctrl). The incorrect behaivour you're seeing is due to a poor OCR process. There's nothing you can do about it using the free Reader.
