How to stop the blue overlay from showing on top of a page?

When I am reading a pdf on a Surface tablet, I get this blue overlay on top of the page when I touch the page. I read that the hand tool will make it go away. It doesn't. I have to touch outside the page to make it go away but it makes the other page get it.

I don't know what this blue mask/overlay means. Is there a way to disable it from the preferences page?
