I am trying to download an IRS form that requires Adobe reader 8 in order to fill it out.  I have installed Reader 8 but when I go back to the IRS site it still says I need to install reader8.  Why am I not connecting?

Don't open the form in a web Browser. Open it in Acrobat Reader.

No, they require Reader 8 or newer, because it's a special kind of PDF file created in Adobe LiveCycle Designer.

Save the file to your computer (directly from the link, not via Save As PDF), then open it in Reader and it should work.
