I bought an annual license for Adobe Export PDF on 5/20/2019. Now, when I try to export a PDF document to MS Word, all it will do is send me to the page to pay for the license again!

If you have subscribed for Export PDF on 20th May 2019 then it should be up and running fine. We also see you have an active subscription of Export PDF.
You may try the following steps and see what went wrong that you can't access the services-
1- If you are working with the desktop application, then you may check which one it is. Is it Adobe Acrobat Reader DC or Acrobat DC.
2- The application should be Acrobat Reader DC, if its already there then Sign Out of it once and then Sign In.
3- Login on Document Cloud web interface and try exporting the pdf there. https://documentcloud.adobe.com/link/home/ if that works then something went wrong with the settings.
