Issue with opening a document/form

I have downloaded the newest version of adobe acrobat reader dc, but cannot open a document (cms 100 state employee application) still.  The error message keeps saying I need reader 8 or higher, but I do have it and am still not able to open or view this document.

We're sorry for the trouble you had, please make sure that you have the latest version of Adobe Reader DC installed on the machine.

Check for any pending updates from help>check for updates, reboot the machine after updating Adobe Reader and try.

I downloaded the CMS 100 Employment application form and I am able to view the form in Adobe Reader on my Windows 10 machine.

Try repairing Adobe Reader once from help>repair installation(for Windows machine), reboot the machine once and open the downloaded PDF in Adobe Reader and check.

Is it a Mac or Windows machine and what is the version?

Don't open the file in a browser. Download the file and open it in Acrobat Reader.
