Issues with converting PDF to Microsoft Word

I have some bank statements to convert to either Word or Excel. I started with one of them, which is a downloaded PDF document, to Microsoft Word. However, the output Word document (.docx) is readable but not accessible. By that I meant that I cannot select any text within the document. I then tried to convert to MS Word 97-2003 i.e .doc, but faced the same issue. In both scenarios, the whole page appears as an image even though it is docx or doc document. I followed that by trying .rtf but again I faced the issue. Of course converting to Excel never works in any shape or form. The header of the original document appears in the first 4 rows of the sheet and in a reduced font size (7).

I checked Properties//Security of the original PDF document while opened in Adobe Reader DC. Here is what it displayed:

Security Method: No Security

Document Restrictions Summary:

All types are allowed except Document Assembly and Page Extraction which are Not Allowed.

Please suggest what can be done.
