Japanese font issue

We are able to view Japanese fonts within the application, but after generating it as a PDF, it shows as #. We are using Adobe DC Reader version 20.X

We have tried installing Asina language font pack version 19.x, but still, the issue persists. 

any help would be greatly appreciated.

How do you generate the PDF, exactly? With what apps, and versions?
