Lower Tool Bar

I had 2 top tool bars. At the end of the lower one there was an option to close which I did. Now I can't re-open it again. How do I do this. I have Adobe Acrobat Reader DC (32-bit) on my windows 10 pc 64-bit. All versions are up-to-date. The bottom attachment is the one I want. The lower tool bar begins with "Comment" and ends with "Close. I closed it but now I can't see how to reopen it.
