Is there an SDK (Java, node, C# ...) that is possible to open a signed pdf file and manipulate it? Note, the file is normally opened by acrobat.

Signed files are normally treated as locked by all standard-conforming software. What manupulation do you look for?

You can probably do it, but doing so will invalidate the signature.
