Measure angle in Adobe Reader

Hi fellow users, I've noticed an anomaly with the degrees measuring function where if I string a horizontal dimension with Ortho On, I get a degree reading of 0. However, if I string a similar horizontal dimension with Ortho Off, I get a degree reading of 90. My queston is, why isn't 0ยบ consistent as horizontal in both modes?

The file that you are using, is it a 3-D object you are working with or a 2-D object?
