We assume you are having difficulties viewing a password-protected PDF within Acrobat Reader. Is that right?

Adobe doesn't have a hold on the document's password. If it's not working or accepting, there might be something wrong with the password itself, or its case-sensitive. 

There's likely a chance that the document is designed to be viewed online only. It completely depends on how the owner has applied the security.

Hence, there isn't much that can be done.
