I've read through many of posts on here through general Google searches but I haven't found any relevant help for this issue.
It should be noted also that the hyperlinks work properly when I'm in Microsoft Publisher so there is not an error in the route to the file.

How are you creating the PDF file, exactly? Do you have Acrobat, or just the free Reader?

It's a Microsoft Publisher document that will be saved using the format .PDF. When we view it, we only have access to the free Adobe Reader.

Then you need to look for a solution within Publisher. Reader is not involved in the process of creating the file or the links in it.

Thank you for the response. I did think that the issue might be starting in Publisher so I went back to confirm that my link was properly done and it routes correctly when I'm in Publisher. However, when I convert the document into a PDF and then view it within Adobe Reader, it no longer opens the file but rather opens a window in Google Chrome that ultimately fails. The link itself is correct but I'm trying to figure out a way to have Adobe Reader open the document rather than a webpage.

Yes, so the problem is in Publisher. It's not making the PDF in the way you expect. Nothing you can do in Reader to fix this. You can add links to do what you want if you pay for Acrobat.

Thank you for the response. Unfortunately I work for a large department within a state agency so it's unlikely we will be paying for it anytime soon. I appreciate the support.

Contact Microsoft and ask them how to generate a real file-link as opposed to a URL link with a "file://" address.

You cannot make changes in the hyperlink while using Acrobat Reader. I suggest you to contact Microsoft for the same.
