This is the support forum for Adobe Acrobat Pro, the full desktop PDF editor and viewer.
Adobe Acrobat Reader is a free version , PDF viewer and reader. Both programs belong to separate families of PDF handlers.
But anyway, see if this old link is still usefull for the offfline installer of Adobe Reader DC:

To install for other people, remember you will need an up-to-date distribution license. Otherwise, even though it is free, your company could be in breach of the license.
NB Reader expects its users to sign in and be online.

You can find some of the full installers of Reader available here: ftp://ftp.adobe.com/pub/adobe/reader/
Drill down from that main folder depending on your OS and the version you want to get (AcrobatDC is the latest one).
You will need to open it in either IE or a dedicated FTP application, though, as most browsers don't allow FTP sites any longer, unfortunately.

The FTP capabilities are disabled by default in both Chrome-based and Gecko-based (Mozilla) browser engines, but it is still there.
To enable in Chrome you need to access Chrome's web browser configuration manager by typing in the URL bar:
In Mozilla, you access the configuration manager with:
NOTE: Since Internet Explorer seems to be the only web browser that access the Adobe ftp site, it is possible that, in addition to restoring or re-enabling the ftp preference setting(s), you may also need to use a browser add-on to mimic the User-Agent of Internet Explorer.
For both, Chrome or Mozilla web browsers, you may add the User-Agent switcher add-on.
Get the extension from their official web stores.
And if the stable version of Mozzila browser still gives you a problem using these methods, you need to download and install the Developer Edition, Beta, or Nightly.

This used to be true, but with the latest versions of both Chrome and Firefox you can't enable them at all.

You need to slipstream in the MSP of the latest updates. This is a standard procedure for enterprise deployment, and is described in the Acrobat/Reader Enterprise Deployment Guide.

You make the offline installer yourself from the material you have, in the usual way. Are you having problems with the instructions?

I think this is really too much to ask from a plain end-user who just wants to have an executable file they can double-click in order to run.

I've been assuming that it is needed for deployment in an enterprise. I'm not sure an end user can use it offline any more because of the requirement for signing in....
nor is there any need to slipstream the package. Just use the 2 year old install and download the latest update as an MSP file; run the MSP. Done.
