Does anyone know when the download at Adobe - Adobe Acrobat Reader DC Distribution will catch up with the in app updater?

Currently the installer is at 18.009.20044 and immediately requires an update to 10.009.20050 for an OOC update. Will this even be done before scheduled update?

I think maybe you need to be looking for 18.009.20050 instead. Don't expect any full installer to be up to date, if you disable auto-update, then patching is likely your first activity.

A update from 18.009.20044 to 10.009.20050 makes no sense.
