I have a pdf which has page rotation metadata of 270 degrees. But when i open it via Adobe reader, it opens fine with upright portrait position. It is a pdf i got by scanning a printed out pdf.

How can it be possible for a pdf to look normal when it have a non zero rotation degree set?

The two things are not related. The rotation value is related to how the file was created. It's possible that the scanner driver used was set at a 270 degrees rotation, which it later on set in the PDF properties, while the scanned page itself looks up-right and "correct".

It's not metadata because it is a direct component of the display of the file. It conveys no information to any end user of the file.
