PDF files that can be edited but also have secure images

Is there a way to make my editable PDF file where my text is able to be edited but the images/drawings on the file are locked/secure?

For example, I'm creating gift tags for a client and I want them to be able to change the name on the tag but I don't want them to be able to edit or copy the drawing on the tag.

Security or no security, someone who wants to copy an image only needs a screen shot.

What are you using on the iPad to open the files?

I'm not on IPAD but on Mac Book Pro Mojave system
