PDF Forms unable to fill out

I am very confused with this Acrobat Reader 8 and higher. I am trying to fill a form that was downloaded and its asking it needs this Acrobat reader. i have purchased several Acrobat pro etc. but it is just not working I am so frustrated. But getting No help. Time too is of the essence.

Don't open the file in the browser. Download the file and open it in Acrobat Reader.
