pdf keeps moving back after panning

When I zoom-in on a pdf and start to pan, the image moves back to the left where I started.

The issue was a bad mouse driver. I uninstalled the mouse driver and restarted the computer.

Also, when I open the "document properties" window and use the mouse scroll wheel to scroll down, the info will scroll back to the top, when I release the scroll wheel.
