PDF's not opening in new IE tab on first load

We're running Reader DC 2019.021.20061 with the 19.21.22058.359605 IE add-on and we're finding that links to PDF's that would open in a new tab don't open fully on the first load, instead you just see a grey page and you have to refresh it to have the PDF load with the Reader plugin.

Is anyone experiencing this?
