pdfs are not always opening when double clicking Windows 11

Many of my users are having problems opening pdf files intermittently. I ran a repair on the adobe program, but that does not seem to have solved the problem. Anyone else having the same issue? Is a removal of adobe acrobat and reinstalling the next best solution?

The “double click” on a file from Windows explore is an Explorer feature. Acrobat gets only the message to open this or that file. I would check in the Windows fora.
