Hello
I'm using my Surface book 2 with a pen for annotating PDF files, and I prefer to highlight instead of drawing/marking when in full screen mode.
Right now the default for pen use is to mark or draw.
Is there a way to make HIGHLIGHT the default pen action when using reading or full screen mode?
It would make things much easier for me

As explained above, your default action when you use pen tool is mark or draw for both Fill screen and reading. Would you mind sharing the screenshot of the same, to show how exactly it looks like?

While viewing the document in Full Screen mode, you can not use "Comment" tool for highlighting. It only allows you to read the document in Full Screen mode.
Also, by default, either its hand or select tools are selected. You can switch tools by selecting another one. There's no way to make any specific one to default.

Hi Kamal,
There is no way to make HIGHLIGHT the default pen action when using full screen mode.
However, you can disable pen behaviour picking drawing/marking tool. So that pen either select texts or scroll through pages when you user it. You need to untick the checkbox "Auto detect pen hardware to enable markup" under "Preferences>Commenting"
After you disable the above preference, you can select texts by pen and then highlight them by floating menu.
