Preview shows PDF FIle fille out yet blank when opened

Very strange issue here

Windows 11
Adobe Reader
In the File Explorer Preview window, the PDF file is filled out, yet when opened, there is nothing in the forms.
However, if I email it to someone (also Windows 11) and they open it in the email, it's filled out. However, if the person downloads and opens the file, it's again blank (forms are not filled).
However (again) if I open the file in the email and print it as a PDF (using cutepdf) the forms are filled out.
This is NOT making any sense.
Any help
