In order to work with this document, you may download the form/file and open in Acrobat if you don't have Acrobat. You can install Adobe Reader: Adobe Acrobat Reader DC Install for all versions freeware app.

That is not a message from Adobe. It is generated by a third party application (web browser etc.) that has an internal PDF viewer with only limited features.

That's like saying all the text in a Word document comes from Microsoft ![]()
The message is only ever displayed by third-party software. It is visible because there is no Adobe PDF reader installed, or the Web browser has been left in the default configuration where only the internal PDFJS plugin is activated.

LiveCycle Designer has created the XFA form. So the text of the message comes from Adobe.
