In the last day, a single Windows 7 SP1 x64 user reporting this issue. I have since tried the following:
- Uninstalled/Reinstalled Adobe Reader (version 19.008.20080)
- Ran repairs on both Visual C++ Redistributable Packages for Visual Studio 2013 x86/x64
- Uninstalled/Reinstalled Visual C++ Redistributable Packages for Visual Studio 2013 x86/x64
- Uninstalled Adobe Reader and both Visual C++ Redistributable Packages for Visual Studio 2013 x86/x64 then ran the Adobe DC Cleaning Tool
- Reinstalled only Adobe Reader without the Visual C++ Redistributable Packages for Visual Studio 2013; oddly enough Adobe Reader works without the Redistributable installed, but Adobe Reader still throws the error.
- Attempted to adjust the permissions for the program to be ran by Everyone.
- Tried compatibility mode.
- Uninstalled printers that were not needed by the user
What I've discovered:
- After initially installed Adobe Reader, the error never comes up. Once you close the first instance of Reader after install the error is presented.
- The error can be random. It always is presented at least once, but has been up to 4 consecutive times.
- Running Adobe from another user profile with the same background services/process does not present the error. I tested this thoroughly.
I'm at a loss on what to try next and I've exhausted all articles regarding this issue.

Hi Smithers,
Could you try replicating the issue in a new user account by clicking on the Start button > control panel > add or remove user accounts > create a new account. Login into that account, launch reader from there and check.
If the error doesn't appear in new user account, try the troubleshooting steps given in this link to troubleshoot issue with the user account: Troubleshoot unexpected behavior in specific user account
thanks,
Shivam
