I've branched and moved your post from Acrobat Reader for Mobile to Acrobat Reader since your screenshot shows the desktop version and the question was about Reader on phones.

Is your query also about unemployment or is it something else? Your link appears to be about configuring forms.

Acrobat 8 was released in 2008 and reached end of life ten years ago in 2011. Your letter does add "or higher" and Reader DC is currently the only one available for download.

Please clarify your issue here so we can better assist. "It still does not work" is vague.

Don't open the file in a browser. Open the file in Acrobat Reader.

It's not enough to just install all the things. You have to actually use them. Yes, this is a common problem.
