Reader cannot start due to missing DLL WIndows 7

I am attempting to install Reader on Windows 7 Pro x64.  The installation appears to go OK, but when I try to launch Reader I get a System Error message reading -

The program can't start because api-ms-win-core-winrt-string-I1-1-0.dll is missing from your computer.  Try reinstalling the program to fix this problem.

 

Well, reinstalling does not help the problem.  I did a little reading and saw that the "winrt" part of the name refers to something that did not come with Windows until Windows 8.

 

When downloading the installer, the Adobe download page indicates that it sees that the system is running Windows 7, English.  It seems odd that it is sending me a Reader version that cannot run on Windows 7.

 

I ran Windows Update and installed the important updates, also updated NET Framework.  Also checked Adobe's website for older versions of Reader, for Windows 7 it points one to the same place used previously for downloads.

 

Any suggestions?
