Reader DC error when opening PDF from email link "file not found"

Outlook 2016

IE11 "not running"

pdf http link in email... on click, IE starts, grabs the file then starts adobe to open it with this CMD then closes IE...

"C:\Program Files (x86)\Adobe\Acrobat Reader DC\Reader\AcroRd32.exe" --type=renderer /prefetch:1  "C:\Users\XXXX\AppData\Local\Microsoft\Windows\INetCache\IE\MTAMX34M\Cafe_Menu_Week_10-23-2017.pdf"

ERROR: file not found..

the issue is when IE closes, the "MTAMX34M" folder disappears...

any ideas?
