Reader not opening or downloading pdfs on Chrome browser

I have read through several forum topics and tried several things to get this corrected.  In my Chrome browser I am unable to open pdf files to view and each pdf file that I attempt to download ends up failing.  Please help.

Reader has nothing to do with viewing PDF in Chrome; Google decided to do it themselves. Similarly downloading. Once the PDF is downloaded you might open it in Reader.
