Redacted PDFs Won't Open - Error says file isn't there but directory displays sizable content

"There was an error opening this document.  This file cannot be found."

I have received many large redacted documents from a local government office but I cannot open them. I receive the above error message when trying. I have tried with Acrobat Reader and Adobe 9 Pro Version 9.0.0, with Windows 10. 

They appear in the directory as normal PDFs with sizable content. I have tried changing my Security and Enhanced Security preferences. Could it be because they are redacted and therefore locked or protected?
