I cannot create a read only certified copy of a form.

Hope you are doing well and thanks for reaching out.

I have checked the PDF file that you have shared in your post and found that the file has some restrictions applied to it.

If you have got this PDF file from a different user, please try to contact him/her to get the restrictions  removed from the PDF file and then try again and see if that works.
