Spotty highlighting/text selection for PDF

Hi, on the latest version (Adobe Reader 2019.010.20099) I have issues selecting and highlighting text on some PDFs.  On a Chrome-based pdf viewer, however, I have no issue selecting the text, so I believe this is an Adobe Issue and NOT a PDF issue.  Is this a bug that needs to be fixed?

Ok - I found the solution.  The issue was document structure tags, that typically are not properly created when conversion to PDF from other programs - in this case, Microsoft Powerpoint.  Either ensuring these are not included (i.e. uncheck document structure tags when creating a PDF in powerpoint) or compressing the PDF (removing the document structure tags) fixes the problem!
