this.getAnnots() returning null

I have generated the following PDF, which is just a blank page with a cat stamp. But when I use `this.syncAnnotScan()` and `this.getAnnots()`, the result is null. Why?

Because there are no comments in the file... The image is not a stamp, but a static object.
