Today, 17/03/23, have installed Adbode Acrobat PDF reader (Free version). So it must surely be up to date.
There is no toolbar at the top. There is a toolbar for moving between pages, rotating view and zoom on the bottom right margin. This cannot be edited. Previously the toolbar was at the top and couold be edited.
I can find no way to alter the toolbar in terms of adding functions or putting at the top of the document.
I am losing the will, please help as this cannot be right!

Hope you are doing well and sorry for the trouble.
It seems like you are on the modern user interface of the application, If yes, you can disable it as described below:
Windows: Click the hamburger menu at the upper left corner and choose Disable new Acrobat.
macOS: Go to View > Disable new Acrobat.

WOW! thank you sooooooo much! The new design is awful! Usuful tools that I use on a daily basis are buried under sever layers of hidden menus. Whoever tough this is user friendly and it is an "upgrade" is a complete idiot. I have strugled with this crapy desing for months and had considered even unistalling and looking for old install file on the net, but couldnt do it on my company PC.

What is your operating system and version? It can help try to reproduce the issue, and hopefully come up with a solution.

Did you tried resetting the settings preferences to default:
And out of curiousity, if you are on Microsoft Windows , is Adobe Reader set as the default PDF handler?
Are you certain that when you try to open a PDF document is not being launched automatically on a web browser instead? (i.e. Microsoft Edge)

the "new arobat" design berries the once accessible and most commonly used toolbar under three layers of menu. think of this scenario: a user wants to render their document in a 2-pager side by side, and fit height to screen with scrolling enabled. Try to make this operation yourself on the "modern" design and see if it actually improves the workflow. Spoiler: NO. I appreciate the minimalism approach but come on guys!

Wow, I usually don't comment for this type of stuff. This issue has been a pain in my side for a few months. I tried uninstalling, reinstalling, etc. I researched here and there, only to find out it's a "new" feature that I need to disable. Sheesh. I hope the engineers get fired for this downgrade.
