Trying to open a PDF brings up web browser download page

I downloaded Adobe, now whenever I try and open a PDF it takes me to this page: PDF reader, PDF viewer | Adobe Acrobat Reader DC

If I open up the Adobe Reader DC application, I can open a PDF from within the application.  The problem is when I try and access PDFs that aren't stored on my computer.

Anyone have a similar issue or know what setting I need to change?

I don't want it to open in a browser, I want it to open in the application.

I think this may be something wrong on the web site. To check, see what happens with this test file: https://www.adobe.com/be_en/active-use/pdf/Alice_in_Wonderland.pdf What do you see?
