Unable to open files just created

Not sure where my problem is, I scan a document, it goes to my computer but when I attempt to open this new document - I am also unable to open other PDF files, such as, mailing labels, JUST PAID FOR -

Error message says:  Windows cannot access the specified device, path or file.  You may not have the appropriate permissions to access the item.

This is my personal computer, not sure why I cant get it to access the file - I have attempted to dl a new copy of Adobe acrobat, and also attempt to print the file, but for whatever reason, no go....

Thanks to all of you!!  I did have a corrupted copy of the Acrobat and was able to get that resolved AND open files!!

As per the description above, you are not able to open a Scanned PDf file as getting an error message " Windows cannot access the specified device, path or file.  You may not have the appropriate permissions to access the item." Is that correct?

Please refer and try the troubleshooting steps from the following KB doc See how to troubleshoot problems opening PDF files and other PDF related issues  Link: https://helpx.adobe.com/acrobat/kb/troubleshoot-problems-opening-pdfs.html

yes, I also  purchased a mailing label from the post office online and was able to save the document (after I paid for it) but was unable to open it.  I use "Edge" as my browser, if that might explain anything to you.  

The printer has wifi and I have an app on my phone and was able to print using the phone app.  Thanks for the links to solve my dilemma!!

Are you opening the pdf in "Edge"? If so, don't (it uses its own pdf viewer). Save it to your computer without opening in the browser first then open Reader and use File>Open.

I have tried downloading files, and once finished, I am prompted to save or open, I attempt to open the file and that is when I get the error.  I have been able to email the files, and have an app on my phone that I am able to print from.... I am sure it has to do with the computer - just don't know what the problem is....

I did attempt to open the Acrobat DC  app and get the same error
