I am trying to help someone else with a form fill problem. They downloaded a form and received the above message. So I downloaded the Form1040. When I tried to fill it out I received the following also:
This document enabled extended features in Adobe Acrobat Reader. The document has been changed since it was created and use of extended features is no longer available.
After selecting the OK button and even though the Fill sign option is present, once selected the cursor doesn't change and I am unable to fill in the form.
Then I looked on my drive and randomly picked pdf documents, opened them. First of all there was no error. Secondly even on those with no fill-in fields after selecting the Fill Sign option the cursor changed and I was able to write wherever I wanted on the forms. Full disclosure I did not create any of the pdf files. Some were books other forms. Can anyone help me? I feel like I'm on the hamster wheel

What version of the free Adobe Acrobat Reader do you have?
And please give the URL for Form 1040. Make sure it is from IRS and that you have the one that is fillable. Download it first, then open it in Reader. Don’t fill it out from the web.
Back in the old days (Acrobat X and earlier), the creator of a form had to extend the features for people to save forms and make comments.
With Acrobat XI and DC, you can save a form and make comments with Reader without the creator having to make it “extended”.
Filling out a form was never an issue with any version of Reader, so something else is going on.
The last time I checked, the IRS had both fillable and non-fillable versions of 1040. Plus other websites besides IRS were offering the form. So please give the URL that you used, and I can check it for you.

Thank you for the response.
I've since tried the US Passport Application, as well as randomly selecting pdf files on my hard drives and had no problems.
The version I'm running is DC(19.008.20080), Windows 10 Home V1809 OS 17763.55.
The Form1040 URL is https://www.irs.gov/pub/irs-pdf/f1040.pdf.
I agree something else must be going on. The other form is from a religious organization and I don't know if I can provide the URL but I can provide the form if you want. Thanks again for your reply
